Morgan Ranches Dairy LLC has applied for a ground water discharge permit covering a new 3000-cow dairy operation. Manure from the dairy will be flushed from the barns and will then be separated into liquid/solid fractions. The liquid fraction will be stored in two anaerobic lagoons and will be land applied during the growing season at agronomic rates. The solid fraction will be composted and used on available land or sold off site. The permit requires wastes from the lagoon system to be disposed of in a manner that will not cause surface or ground water contamination, following a comprehensive nutrient management plan. Ground Water Quality will be monitored in one upgradient and two downgradient monitoring wells with respect to the wastewater lagoons.

The Town of Circleville is seeking approval to renew and expand the Enterprise Zone designation for local businesses through the Utah Department of Community and Economic Development. This continuing effort is to encourage relocating to, expanding or starting-up all types of businesses in the area. Under the Enterprise Zone program businesses may claim tax credits provided in the law. Some of these include credits for hiring more full-time employees, renewal of vacant properties and credits for investment in new equipment. This designation provides businesses located in the zone with state income tax and operating tax credits and technical assistance from state economic development professionals. The Enterprise Zone does not conflict with land use zoning and has the potential to benefit the community by providing jobs and adding to the tax base.
